With the development of economy and sociaty, the livelihood issues what has a bearing on the common people's life such as education, public health and so on have got the great attention. This problem has been highlighted particularly in the western region which has about thirty percent of the national population and more than seventy percent of the national land area. The government who regards public service as an important function has compelling obligation to solve the livelihood issues, this put forward higher requirements to its capability of providing public service. Local government is closer to people, which can be a true reflection of people's needs and preferences. The ability of public service has become a key point to solve the livelihood issue. It is necessary to enhance the capacity of public service of the local government.As a result of the historical and present reasons such as natural and geographical environment, the recognition and participation of civil is very poor in the western region, which falls behind in economy, and the public service of the government is quite backwards. It is urgent to improve the building of pubic service capacity. From the provision entitiy and beneficiary of the public service in the western region perspective, this paper analyzed relevant issues one by one. By using public goods theory, new public service theory, according to the situation of the government's public service in the western region, this article intially studies the provision entity of public service in the western region. It discussed how to improve the participation of beneficiary in supplying the public service, attempting to improve the capacity of public service through their interactiveaction.
