Career Management Theory is an important part of Human Resource Management. Within effective career management implement, it can not only be good go individual career development goal, also be good to achieve organization development target. With the implementation of the Civil Servant Law of P.R.C, the team of the civil servants has attracted more and more attention in the field of human resource management and development. Meanwhile, with the continuous improvement on the enrolment and recruitment mechanism, recent years has witnessed rapid increase of the number and proportion of the youth in the civil servant team. Therefore, it has become an extremely important issue in the human resource and development field to study and explore how to strengthen education, training, management and career guidance of these young civil servants. So to guarantee them being fully capable of becoming qualified successors of the Chinese Communist Party and the State, as well as build a solid foundation for a diligent, clean and efficient government. This article is to make a brief exploration on that subject.The connection between Career Management Theory and Civil Servant system is a completely new attempt within Public Human Resource Management and it is totally different from the old management system. The main body of this dissertation is composed by four parts. The first parts is about Career Management Theory including the concept of career, career management, the basic theories of Career Management and the important two sides- individual career management and organization career management. The second part is focus on practice of Career Management Theory in different fields. The third part is mainly analyzing the current qualifications we had and negative factors for implementation Civil Servant Career Management in China. The last part in main body is some suggestions on implementation Civil Servant Career Management in Shanghai.With effective implementation of Civil Servant Career Management,Civil servant will complete their job more energetic and its ability will improve accordingly.As for government, it will become a more and more effective organization.It is very important to implement Career Management for Civil Servant in Knowledge Economy Age.
