Performance remains an everlasting theme of management.Along with the development of times,it has become a focus of attention for managers how to manage and utilize talents well.Reserve officers are an important national part of reserve force. In order to better the management of reserve officers,keep their continuous zeal for their work,a whole package or scientific and justified regulations,standards and procedures must be established and complemented to formulate a system of scientific evaluation to evaluate their performance in a comprehensive and accurate manner and provide sound evidence for appropriate utilization and utilization and effective motivation of reserve officers.Performance Evaluation and Motivation of Reserve Officers in Reserve Force is an organic one composed by such evaluation elements as subject,index,standard,method,etc,with its establishment as a fundamental project of performance evaluation.The paper summarizes theoretical foundations for the establishment of ROPES,points out numerous disadvantages of traditional performance evaluation,and proposes that the establishment of evaluation system must follow the principles of Party supervision over cadres,objectivity and fairness,actual performance-oriented and taking peer evaluation into account.Based on current evaluation studies on reserve officers and combined with theories and approaches of establishing performance evaluation system,the paper proposes a general perfornance evaluation system for reserve officers and carries out empirical studies into this system.The paper also probes into how to modify the relevant evaluation indexes of ROPES with shared characteristics so as to better adapt the evaluation system to actual circumstances and bring the practical efficacy into full play.Finally,the paper cites the officer group in a motor transport battalion of a certain reserve brigade as an example,analyzes basic data of the officers such as education background,service years,age structure,participation in important events,etc.And makes some modifications about evaluation indexes according to actual circumstances.The evaluation on the reserve officers with the modified evaluation system proves to some extent the rationality and practicality of such an evaluation system.An in-depth investigation into ROPES for PLA reserve force does not hold significant theoretical implications to deepen theoretical research into performance evaluation and broaden research horizon of the management or reserve officers,but also shed practical significance and profound theoretical value to build up and carry out Scientific Outlook on Development and correct view of word achievements,guide the practical of reserve officer perfornance evaluation,enhance the perfornance of reserve officer management and existing cadres evaluation method and promote creativity in management of officers in reserve force.
