Talent is the key for Chinese Armed Forces to fulfill its new century historicmission tasks and to conduct the revolutions in military affairs a military reform withChinese characteristics for military struggle preparations. Sergeant majors are one ofthe five troops of Chinese army, which is a peculiar unit ranking between officers andsoldiers. They are the backbone of CAPF’s central task. The qualities of sergeantmajors have a fatal effect on the fulfillment of the enforcement of its regularassignments and the effect of army’s central task.Based on the Performance and Efficiency Evaluation Theory, the SergeantMajors’ Competence Judging System is deeply explored. This exploration issignificant to carry though Chinese Armed Police Forces’ tasks, as well as to itsself-improvement.For reviewing the theories concerning the performance and efficiency evaluationhome and abroad, the practical and theoretical methods are used. Through the analysisof the he theoretical base of the performance and efficiency evaluation, the definingof the indicator system and marking method, it can be found that the performance andefficiency is a complex of many factors. Besides, among those factors theirrelationship is far more complicated and dynamic. This point is a main reasonaffecting the judgment’s reliability and efficiency. Guided by this idea, thebibliographical investigation, interview and poll to conduct an analysis quantitativelyand qualitativelyare employed, which is practical and based on theories. A factormodel, a system of indicator and a judge system are constructed. Furthermore,investigations and explorations are made with examples from fact.By introducing the Performance and Efficiency Evaluation Theory into the fieldof the Sergeant Majors’ Competence Judging System in Chinese Armed Police Forces,a new way of judging Sergeant Majors’ competence is provided. It may also be areference judging other military talent.
