The Solution Of Improving The Management Ability Of Civilian-University-Graduate-Turned Officers In Air Force Grass-roots Units

As an important part of regularization, effective military management ensures the battle effectiveness. Officers play a dominant role in military management and their management ability (MA) has direct influence on the effect of military management. With the development of talent cultivation, civilian-university-graduate-turned officers(CUGTO) gradually become an important part of our military officers contingents. So it's highly significant for great-leap-forward development of our force to cultivate theMA of CUGTO.Given the practical need of regularization and talent cultivation, with a view on the characteristics of CUGTO, this thesis makes a relatively comprehensive research on CUGTO in grass-roots units, based on abundant literature and extensive investigation. The thesis consists of four parts:The first part expounds on the relative theories. According to the information gained from the investigation, the second part summarizes the main characteristics and the status quo of the MA of CUGTO and analyzes the causes of low MA. By clarifying the basis and analyzing the factors, the third part puts forward the need for MA cultivation of grass-roots officers in new era, lays out a framework and provides some concrete elements. The last part brings forward solutions of improving the MA of CUGTO in Air Force grass-roots units.On the principle of combining theory with practice, the thesis tries to do the research with an eye to both talents' growth and our forces' need. The thesis can be positive reference for the Air Force's talent cultivation and management and for Air Force to improving the ability to win the war in the future.
