The Research On Socialization Of Public Management Under The Vision Of Harmonious Society

The socialization of public management, one of the main contents that is a western administrative reform, have exerted an extensive influence in the world. It means that in social management and public service areas, government implement socio-economic management, changing the traditional approach of the government management and transforming some government functions to the society through transferring or appointing agent in order to improve administrative efficiency and reduce expenditures. The theoretical basis of the socialization of public management is public choice theory and new public management. In foreign countries, the socialization of public management includes contracting, relaxing regulations, the establishment partnerships between government departments and private sector, community of public services and introducing competition to public services these five forms, and has provided an important inspiration to our country. The importance of socialization of public management in building a harmonious society contains six aspects those are the benefit of the streamlining the institutions, reducing the financial pressure; safeguarding the economic order, the promotion of democracy; maintaining and achieving social equity; enhancing the creativity of the whole society; maintaining social stability; promoting the harmonious development between man and nature. There are three aspects the history, problems and reasons of the socialization of public management in the status socialization of public management. The main contents of the socialization of public management contain these four aspects: introducing competition, transforming government functions, relaxing the limitations of market and promoting socialization of institutions management. And the basic framework of the socialization of public management should be established from these five aspects: stressing service administration, strengthening cooperation with non government organization, implementation of limited government and responsible government, the implementation of open and transparent system of administration and focusing on administration costs and performance evaluation. The approaches of building a model of socialization of public management under the harmonious society, which contains the following five areas: through political socialization to nurture the citizen society; the transformation of government work, devolution of powers to society; promoting the community-building; nurturing and the development of non-profit organizations; establishing and improving public service systems.
