The township regime plays an important role in the political and economic construction of the countryside, as which functions as a communication channel between the nation and the countryside. It is quite related to the stable of our regime, society and prosperous of economy, whether the construction and operation of the township regime meet the countryside economic and social development situation or not. The township regime is granted with the rights on the development of economy and society and the construction of culture of the township, at the same time, shoulders the responsibilities and duties to guide, coordinate and help the coutryside social organization, which is represented by the self-government of villagers. As a developing country, China is assigned to accelerate the country's modernation. Facing the country's severe situation emerged from the conflicts during the economic, social and structural transition period, China takes the solution of the three problems related to agreculture, countryside and peasant as the most important task in the government present work. Under the guidance of scientific concept of development, the hamonious development requires objectively the township regime to transform the government functions according to the civil power operation situation and the changing of time, which is in the middle of the nation and society, and especially at the spot of the colision between the conflicts and profits of countryside local society, realize the changing from traditional repressed administration to the modern democratic cooperative governance and endeavor to make a breakthrough in the township administration pattern.
