Today, China is in the development stage, both the international environment and domestic environment are complex, problems also emerge in an endless stream, and with the continuous development of society, the leading role of the government is becoming more and more obvious, the local government also plays an important role. However, in the process of development, the grass-roots government due to social, their own reasons, making some problems in the long term, resulting in talent management is lagging behind, can not keep up with the pace of development of the times. At present, the grass-roots government and no good to human resources as an art of management, apply to the actual work, the grass-roots government is not only facing the lack of human resources, but also to the existing human resources management also lack of scientific and systematic, which base level personnel work enthusiasm and initiative high teamwork ability and innovation consciousness is not strong, the overall efficiency of departments is low. Therefore, the grass-roots government should pay full attention to the problems in human resource management, crack pipe good, with good people this problem, to cultivate a capable, qualified and motivated personnel.Jining is located in the Midwest of Inner Mongolia belongs to remote areas, but also the center of Wulanchabu City, based on the management of human resources in Jining area as an example, has certain representativeness, can point to the face to reflect the whole of Wulanchabu in all aspects of human resource management. The article first analyses the basic connotation and necessity of human resource management, and then discusses the status quo of Jining area and human resource management, analyzes the existing problems of human resource management in Jining District, the problems and the specific reasons, in reference to the human resource management of the advanced experience, put forward relevant countermeasures and suggestions. This is Jining District in the area of human resources management provides some feasible advice and suggestions to promote the Jining district's achievements and greater progress in the political, economic and social aspects.
