Research On Equalization Of Basic Public Services In Shaanxi Province Regions

China's economic realized rapid development,the people's living standard significantly improved,China solved the problem of food and clothing for more than a billion people.China has achieved the goal of building the overall well-off society and will build a moderately prosperous society in all respects soon,but we should also soberly realize that the people's need for a better life is increasingly extensive.Chinese put higher requirements on the material and cultural life as well on the democracy,law,equity,justice,security,environment,etc.The more prominent problem is unbalanced and inadequacy development,which has become a major constraint to meet people's the growing need of a better life.The 19th National Congress points out that socialism with Chinese characteristics has entered a new era,and the principal contradictions facing Chinese society has transformed that between the people's ever-growing needs for a better life and the unbalanced and inadequate development.On the one hand,with China's economic great development,promoting the equalization of basic public services is the core of enhancing citizens' sense of gaining,on the other hand,the new era of China's current principal contradiction and basic public services equalization is inseparableThe basic public service is a public service which is led and provided by the government,guarantees the basic needs of all citizens for survival and development,and is suitable to the level of economic and social development The enjoyment of basic public services is a basic right of citizens,and it is an important duty for the government to ensure that everyone can use the basic public service.This thesis concluded basic public service contains basic public education,public medical health and basic social security.With the emphasis and practicing on the problem of unsatisfactory equalization of basic public services in urban and rural areas,the unsatisfactory level of equalization of basic public services among regions has become a constraint to realize "The 13th Five-Year Plan for Promoting Equalization of Basic Public Services in Shaanxi Province"(2016-2020).We have to take it as the core element of the goal,for solving this problem.So,Shaanxi province is divided as Shanbei,Shannan and Guanzhong this three regions.This thesis analyzes the current situation and problems of equalization of public services between regions in Shaanxi Province from 2010 to 2019,and uses the entropy method to measure the level of basic public services in Shaanxi Province,and measures the level of equalization of basic public services in various regions by the coefficient of variation and the level of equalization of basic public services in various regions.Then I analyzed the causes of the gap between the level of equalization of basic public services in various regions are the existence of government preferences,the impact of the difference in economic development level,the lack of clarity between expenditure management responsibilities and financial resources,etc.Next,I put forward the following policy proposals for promoting the equalization of basic public services in the regions:continue to promote the transformation of government functions,promote the coordinated development of regional economy in Shaanxi Province;straighten out the relationship between the following responsibilities and expenditure responsibilities.learn the excellent experience from abroad,establish the performance evaluation mechanism of basic public services,etc.I wish can contribute my own thin strength to promote the level of equalization of basic public services in Shaanxi Province.
