Evaluation Research Of Urban Harmonious Community In China

Along with the high development of urban harmonious community in our country, variety of evaluation indicator systems of urban community emerge as the times require and evaluation of urban community is becoming the focus of government and citizens. But at present, evaluation of urban community in our country is on the phase of exploration and there are some problems hold back the development of urban community evaluation, such as single composing of appraisers, non-systemic content of evaluation, half-baked flow, so there hasn't being evaluation indicator system which is scientific, operative and about the grade of harmoniousness. Thus, this paper designs an evaluation indictor system of harmonious community which can measure, describes and explain the grade of harmonious of urban community construction, so that we can evaluate, inspect and forecast the urban harmonious community construction.First, this paper analyzes the actuality of the evaluation of urban harmonious community and makes a tentative exploration which is based on harmonious society, community governance, systemic theory and Robert Park's "Community Efficiency" theory. Second, according to the object and principle of the evaluation, this paper provides an operation model based on multi-bodies and systemic theory. Third, the paper chooses approach evaluation methods and adopts Delphi to compose an evaluation indicator system of urban harmonious community including six first-grade indicators and nineteen second-grade indicators. Besides, this paper also applies AHP and Fuzzy Comprehensive Evaluation to fix on index weight and designs the flow of evaluation to construct a perfect evaluation system of urban harmonious community.The example of evaluation system of urban harmonious community of Bayi Street, Dalian proves the rationality and practicability. This paper also provides corresponding solutions over communities in this Street through the result of evaluation which are building pleasant community environment, programming community construction wholly, perfecting comprehensive service of community, enhancing grade of community civilization, reinforcing security safeguard of community and achieving effective participation of citizen.
