A Study Of Practicing Strategy Of Information Publication Of Dalian Municipal Government

Government information publication is the main content of democracy and nomocracy in information era,which has already been put into the important agenda in all levels of government in our country.On April 5^th,2007,State Council formally promulgated "Information Publication Regulation of PRC government",which will put into force on May 1^st,2008.This indicates that government information publication in our country has begun to step into the institutionalization times.Basing on the advanced and mature theories and practical experience home and abroad,this thesis analyzes the current situation and existed problems of information publication of Dalian municipal government,and practicing strategy is also deeply explored by the methods of the combination of theory and practice,the integration of examples and commonness,demonstration analysis,comparative analysis and specialization,etc.There are five chapters in this article:Introduction expresses the studying background,significance,direction and purposes of the issue;Chapter One offers the theories of government information publication and analyzes the experience home and abroad;Chapter Two introduces current aspects of information publication in Dalian municipal government,such as management system,rules formulation,content and forms of publication,. supervision and assessments,etc;furthermore,it analyzes some problems with causes;Chapter Three brings forward practicing strategy according to the systematic study of publication principles,publication range,publication procedures and integration of information resources;Chapter Four mainly studies the guarantee mechanism of information publication of Dalian municipal government,including thought guarantee,organization guarantee and supervision guarantee.
