Since the 1990's,kinds of public crisises arise,such as'98'flood in China,SARS,Bird flu,erathquake in Wenchuan and so on.Public crisis management is becoming complicated in many ways.Government should play the key role as the supplier of the public service and the manage of the public affairs.However,it is unnecessary and impossible for the government to take place of all other organizations.NGO,as an important organization entity of the civil society,also has its own advantages in the process of the public crisis management.So it's becomes trend that making full use of the advantages of NGO,playing NGO the important role in the public crisis management in China.At present,NGO participates in management at considerable degree,but there are some predicaments for the NGO to participate in public crisis management as the result of outside and own deficiencies.It is important that how to deal with the predicaments effectively.The thesis includes four parts,the first part tells us the definition of basic conceptions,such as NGO(Non-Governmental Organizations),public crisis,public crisis management and so on;The second part,it analyzes the objective necessity and the subjective possibility for NGO's participation in the public crisis management,then the author emphatically discusses NGO's participating way in each stage of the process;The third part sets forth the existing problems of NGO in our country in the process of the public crisis management and analyzes the reasons.In the forth part,it summarizes the foreign NGO's correlation experience,at the same time,basing on China's reality,the author gives some suggestions in order to construct the network between the government and the society,finally,NGO's ability is enhanced and it can give full play to its function in the public crisis management.
