| The marketâ€oriented development of rural public services will help reduce financial and administrative pressures of the government and stimulate the competitive awareness of enterprises, individuals and the third sectors so as to strive to win in the competitions by improving the management mechanism and enhance the innovative capability of enterprises. The marketâ€oriented development of rural public services helps improve the quality of public services, reduce public service costs, meet farmers’ daily life and spiritual needs, as well as improve farmers’ happiness index. All in all, the marketâ€oriented development of rural public services is in favor of the construction of agriculture, rural areas and farmers and the social stability and plays an important role to the development of rural areas. However, due to the imperfect operation mechanism of the Chinese market, the imperfectness of relevant laws and regulations, the power rentâ€seeking issue between the government and corporate, the weak development of the third sector, the marketâ€oriented development of China’s rural public services is seriously hampered. Therefore, it is of the uppermost priorities for the Chinese government currently to carry out intensive studies of problems existed in the process of the marketâ€oriented development of rural public services, causes of and countermeasures to these problems.This paper uses literature analysis and the combination of theory and practice to carry out inâ€depth studies of problems in the marketâ€oriented development of rural public services, review its development process, summarize the status quo, as well as analyze existed problems from the subject, content and form, such as the blackâ€box operation of the government, the backward development of public services, the formalization of the project invitation for bid, etc. Meanwhile, it carries out inâ€depth study of the successful experiences of foreign countries and their inspirations for us. On this basis, this paper proposes corresponding solutions. First, improve the operation mechanism of the market. Then, improve relevant laws and regulations, and make sure that the enforcement of laws must be strict and violators must be brought to justice. Last, the government needs to streamline administration and delegate power to the lower levels. Change the governmental functions to “taking the tiller†from “paddling†so as to be a true serviceâ€oriented government and serve farmers and the marketization. Improve the supply quality of public services through inâ€depth reforms. |
