"The New Public Administration Movement" which raised in 1970's in the West, was to appraise government's job, performance and the efficiency that presented as government's management crisis, the financial crisis and the crisis of confidence. Hereafter, this movement was popular in the whole world, various countries raises reforms on government service efficiency and the effect administration. As administration's main body, the official's performance level decided directly the state's economy, the society, and the political thing validity. Therefore, inspects the civil servant's performance in various countries is the core. Improve civil servants performance appraisal system is advantageous to the promotion government image; the administrative efficiency enhancement; the management scientific style, institution; and the strengthened organization's supervision. The author hoped that through the discussion of civil servants performance appraisal establishing relative fairly inspection system in the government in order to promote the public's satisfaction, impel the scientific development concept, promote our country government's international competitiveness.In our country, the civil servants performance appraisal system started from 1980s. During decade's development, our country made big progress. Overall, since our country started late, there are many problems in civil servants performance appraisal system.Our country can learn and use the aspects system's research oversea, because they accumulated rich theory and experience. Our country practiced to government civil servant's inspection from ancient time. Although there are some flaws, many reasonable aspects are worth inheriting and developing. At present, our country civil servants performance appraisal system is too general, ambcious, not objective and so on. What result in which is the idea, legal regime and also government. This article take the performance appraisal 's theory as a foundation, learn from the overseas advanced experience, From the situation and the questions we have, using performance appraisal methods, improving the laws and regulations, optimizing inspection environment can help us construct civil servants performance appraisal system. I hope we can study and discuss together in order to promotes our country's civil servants performance appraisal system.
