The dramatic changes has taken place in China since reform and opening up, such as the establishment of market economy, the reform of government, the diversification of social life. The people suspect the effectiveness of the government and the market because of these changes, which is the basic allocation of the social resources. The development of the non-government organization (NGO) may alleviate the dilemma of the government failure and market failure. The paper walks along with the thinking of"the small government and the big society", which is the two-way idea of the reform of the government, studies the development of the NGO.First of all, the paper discusses the concept of the NGO, the classification, the character, and the significance of the development of the NGO. Secondly, based on the research of the NGO in Tsinghua University, the paper summarizes the success and achievements of the NGO in the course of its development, presents the dilemma of the NGO. Thirdly, the paper analyzes the means and cause of the dilemma of the NGO from the perspectives of interdisciplinary theories of management, administration, sociology, political science, public economics and etc. Finally, the paper studies on the measures of promoting the development of the NGO, such as reforming the dual management system, transforming the management from controlling to training of the government, perfecting the legal system of the NGO, and fostering the factors of the informal system.It needs the two-way reform for the administrative system reform in China to achieve the goal of the government, which can transform the government function and develop the NGO. It is significant for the development of the NGO to transform the government function.
