The Study On The Problems And Measures Of Our County Government Reform

In the thirty years of the reform and opening policy, after the five large-scale reforms of our government agencies, the sixth State Council institutional reform has begun in the"two sessions"in 2008. At the same time when the central government implementing the large-department policy, a new round of local government reform also into the preparation of the tension quietly. In the system of our government, county government is a completed administrative level in the face of the overwhelming majority of the rural and grass-roots directly. It has the functions of the management of political, economic, cultural affairs functions and so on. It is the basic set of regional power in Chinese rural areas, and it is the regional hub of the rural economic and the political life. Although the county government has achieved some success after the various reforms, there are still many problems. The existence of these problems affects the actual results of the reform seriously. This paper take Xingtai County, Hebei Province as the background, on the basic of studying the process of the county government reform, put the focus on the problems and the causes of these reforms, and then in order to promote reform to carry out successfully and drive the development of the new rural, this paper visions the measures framework of our county government reform under the guidance of the System Theory.First, understand research and related theories. On the basic of overview the relevant domestic and international research results, in accordance with the specific situation of Chinese reform of county-level government agencies to define the concept of reform and take new public management theory, theory of governance, public choice theory as the theoretical basis for this article.Second, review history. Looking back the history of county government, and summarizing the outcomes of every reform.Third, describe the status quo. Revealing the universal problems by the way of on-the-spot investigations and interviews in the county government reform, such as the slow speed of the government functions change, the lower level of human resources, the imperfect related reforms and so on. Then analysis the causes of these issues from the subjective and objective conditions.Finally, solve the problems. In accordance with the request of harmonious society, combined with the characteristics of our county government, this paper comes up with the measures of our county government reform.
