As the issue of aging population becomes more and more severe in the new century, traditional family older-caring system has arose many problems. For the change of population structure and the smaller families, the traditional family older-caring system seems difficult to be carried on. In addition, the older-caring organization is limited to spread to a larger scale by the lack of source and expensive cost. Therefore, a new type of family older-caring system using community source without expensive cost will be a popular way in ChinaHence, a new type of older-caring system suitable to Chinese national situation is necessary to be explored. It is gradually accepted that community older-caring system is more adaptable because of its low cost and diverse services and it is greatly praised by old people over the past decade. However, most of such community older-caring system is mainly run by the government so that it definitely leads to a waste of source and a low efficiency. As a result, a diverse family older-caring system run by different social organizations can better satisfy the old people of different levels. Therefore, it will be a new and only way to encourage the participation of non-profit organizations in the future development of community older-caring service.Non-profit organizations in the paper refer to the third organizations except the government and the profit organizations, including the social community without the aim of making money, the volunteer organizations, and the organizations by the old volunteers from the community.
