Today, the energy supply has become continuous tension and the voice of environmental protection has been taken into account, as a vehicle for short distance, Electrical Bicycle has been loved by the consumers because of zero release, low-nose, convenient and efficient, economic and practical virtue, and the scale of industry became stronger immediately. Along with technology matures, the performance-to-price ratio of Electrical Bicycle is promoting unceasingly. The production and sales of the Electrical Bicycle have been increasing rapidly year by year. In Europe, America, Japan and other developed countries and regions, although not main vehicles, many countries and regions pay close attention to the development of Electrical Bicycle because of higher fuel prices and greater human awareness of environmental conservation. In order to break through the dilemma, we should establish and perfect the Public Hearing System to improve setting procedures of legislation and standard. We may introduce social contract system to encourage enterprises within the framework of regulation in production. Also, we should improve the level of law-based administration to construct harmonious and efficient transport, strengthen education on traffic regulations and advocate safety, green travel.
