The Research Of Application Of COBIT Model In E-Governmant

This paper from the point of view IT governance, aimed at using one of models of IT governance—COBIT (Control Objectives for Information and Related Technology) model to our e-government system.It designed COBIT model of E-Government in line with Chinese actual.For the characteristics of this issue,using comparative analysis methods,qualitative analysis methods, cross-disciplinary research mothod and empirical study.First of all,paper introduced the development process of IT governance, including the relevant theories and models,and the brief introduction of COBIT model.Comparing COBIT to other models of IT governance,It bring up the facts of IT governance of China can use for reference.Second,it explained the meaning of e-government and basic characteristics, analysed Chinese E-government development and existing problems.And IT governance is the answer to solve these problems. Putting forward the application of COBIT Model in E-Government to improve level of E-government informatization.The paper analysised the reasons of using COBIT to control the information and technology system.Thirdly,from theoretical point,it analysed application of the COBIT on the e-government.Started from practical features of e-government,it make sence clear strategic objectives of E-Government.Combined COBIT control objectives model and e-government development goals,it fully used the advantages of information resources.Fouthly,in order to solve the problem of the e-government is facing,based on the concept of IT governance,it combined the COBIT model and the four e-government applications,and built the COBIT model of e-government.It made goals of e-government reflect in IT goals,pointing out how the effective use of information resources in order to achieve the strategic objectives of E-government.That is the goal, to increase efficiency, reduce administrative costs,sustained and effective to serve the community.Last,combing the case of the Y bureau of maritime affairs in practice,it discussed the specific application of COBIT Model.
