A Study On County Government Performance Measurement System Of Wuwei

Since the 1950s,Western developed countries into the financial crisis to escape, crisis management and public crisis of confidence, thereby improving management efficiency and governance, improving the relationship between the government and society to enhance the competitiveness of the government, have set off a wave of government reform, explore the introduction of performance appraisal as a management tool and has been continually developed and refined. Since the 1990s, our country suffered from economic globalization and information technology revolution, the impact of the government in the West to carry out a vigorous boom, driven by performance evaluation of performance evaluation carried out to explore and try new things, to strengthen the theory of the Government Performance Evaluation Study, the also with the actual situation.In this paper, county government performance measurement system of Wuwei as an object of study. First proposed The Theory of New Public Management,Multi-center Governance and Scientific Outlook on Development as the theoretical basis for government performance evaluation;then introduced domestic and foreign government performance evaluation profiles, summed up the advanced experience and inspiration; followed in my county for many years engaged in the practice of evaluation of government performance advantages, introduced county government performance appraisal development process of Wuwei, sum up the main characteristics, pointing out problems, and analyze the factors that led to these problems; and finally the use of the three major theories. Study and propose to improve and perfect the County Government Performance Evaluation System of Wuwei, as a means of promoting China's Government Performance Evaluation activity and enhance the government's ability to promote the transformation of the mode of governance and administrative reform goals.
