Mechanism Innovation And Improvement Of Self-government By Villagers In The New Socialist Countriside Developments

This thesis divided into the five Parts, the main contents are as follows:Part one is an introduction, which demonstrated the thesis’s background, topic-choose value and research method;Part two is a review of both the international and domestic study on the self-government by villagers. It mainly introduced some classic western democracy theories and discussed the concept of self-government by vellagers;Part three reviewed the origin of self-goverment by villagers and its continuously development progress, which emphasized to investigate the self-government by villagers’current situation. It found that self-government by villagers faced some problems in the fulfillment, such as tough road to realize village directly-elected, obscure power boundary between the village committee and the village party branch, formalistic open management of village affairs and democracy management, weak democracy supervision consciousness, weak relationship between the village committee and the villager trusts, etc. It also stated the new socialist conutryside’s meaning for developing the self-government by villagers;Part four mainly discussed the condition of the sample village’s self-government by villagers after developing the socialist new countryside. On the basis of investigating the sample village, it found that self-government by villagers faced some problems. This part also discussed the running practical results in the sample village’s self-government by villagers when developing the new socialist countryside;Part five mainly discussed the outlook of self-goverment by villagers in the period of developing the new socialist countryside. It can realize those plans by followings:System developments and innovation guarantee self-govenment by villagers to proceed; to develop the rural economy, to strengthen the villagers self-government cohesive force; to clarify and define the power scope between the village committee and the village party branch legal power and to moderate their relationship; to improve the farmer’s quality for developing the ideal self-government organization; to keep the social economic order in norm; to constrict the good social political environment; to guarantee the normal propulsion of the rural grass-toorts democratization.
