Reserch On Voluntary Service Under The Government Leading Model

With the two-decade'development of voluntary service in China and especially since the successful hosting of the voluntary service activities in the Beijing Olympic Games, the spirit and concept of voluntary service has deeply rooted among the people. Voluntary service has made great progress in participation in social and public affairs. As a noble social behavior and an important public welfare undertaking, it has played an active role in advancing social integration, promoting social transformation, effective allocation of social sources and improving and social security system. Meanwhile, we can also notice that this long-term standing government's leading system has brought about the direct influence on the development of volunteer organization, which comes from the awareness and regulation on voluntary service by public authority. To improve the system and mechanism of voluntary service works; to promote the development of voluntary services, to facilitate the positive interaction between government and volunteer organizations and to push the effective socialization of voluntary service activities, it will be an arduous task. Based on the writer's personal volunteer experience in Guangzhou, this article has analyzed the current development situation of world voluntary services and its positive role to governance and social development. Furthermore, through this article, the writer has expressed his own opinion and suggestion to the existing problem and relative measures of voluntary service under the Chinese government's leading mode.First part is the overview of voluntary service , mainly analyzes the meaning of voluntary service, characteristics and functions of promoting government reforms and social development, discuss the functions of the voluntary service which complement the government's management of social functions, promote government reforms and the healthy social development, etc. By analyzing the functions of voluntary service itself has the advantage of flexibility, communication advantages, basic-level advantage analysis of volunteerism in the management of social functions complement the government's role, through the analysis of voluntary service to promote the establishment of limited government to undertake the role of micro-social services, analyze promotion of voluntary service government reform; by discussing the voluntary service to promote civil society development, to be the lubricants between the government and social relations etc., analysis of voluntary service's role of promoting healthy social development.The second part discusses the status of voluntary service and problem analysis , mainly to discuss the status of voluntary service, especially the development and status of voluntary service in Guangzhou. It gives a brief introduction through the analysis of major voluntary service development event at home and abroad. This focuses on the way of voluntary service development in Guangzhou and several major volunteer service events. More detailed data analysis to enhance the introduction Guangzhou voluntary service status. Meanwhile, a number of issues in-depth analyses under Chinese government leading development mode of voluntary service. Respectively from the social cognition of voluntary service, social level, the legal and policy environment, organizational management and talent reserves, and other aspects to have a detailed analysis and discuss.The third part proposed voluntary service under the government leading development strategies , which interprets from four aspects: stepping up publicity to raise social cognition of voluntary service; improving the system and optimizing the legal and policy environment for voluntary service; increasing the cultivation and support for voluntary service; strengthening the supervision, and guiding the healthy development of voluntary service. It presents some good samples in Guangzhou, such as volunteer service brand building, healthy voluntary service legislation; establish and improve the system for registration of volunteers; improving the incentive system of volunteer service time accumulation; voluntary service compensation mechanism; strengthening the cultivation and the support for the Non-governmental voluntary service organizations; indirectly strengthening the management of voluntary organizations; strengthening financial supervision and express the views of promotion.
