Research On Conflicts Of Interest In The Implementation Of Public Policies In China

The formulation and implementation of public policy inevitably means that the original pattern of interests to readjust,the pattern of interests readjustment may lead to part of people's discontent,when this kind of discontent in the execution of public policy in some form expression,is produced in the implementation of the public policy conflict of interest.This paper analyzes the conflicts of interest in the implementation of public policy in China from the perspective of the conflict of interests between the subject and object of public policy.Conflicts of interest in China's public policy implementation,also from the side reflects certain public policy and the lack of public policy implementation system,mechanism,research to its,will be conducive to the public policy,public policy implementation system of optimization.For the execution of public policy in our country,the conflict of interest,from the execution of policy subject,the object,the policy itself,the system of the policy implementation,the diversity of stakeholders need to limited resources and policy implementation,policy makers of bounded rationality,six aspects analyzes the cause of conflict of interest in public policy implementation.The interest conflict in the public policy execution,as one of the channels of policy implementation subject interests expression,has certain positive role:to promote public policy adjustment and optimization,promoting the improvement of the public policy implementation system,mechanism,effectively prevent the accumulation of social problems.At the same time,the conflict of interest itself is destructive: it encourages corruption and corruption,deepens the contradictions among all classes,and affects social harmony and stability.Therefore,conflicts of interest in the implementation of public policy must be resolved.This paper puts forward the countermeasures to solve the problems in the implementation of public policy in China from five aspects: economy,system,policy,ethics and law.
