In the tide of advanced socialist culture construction, the police, as a specific group of society, is also actively creating the professional culture, and has formed its inherent political theories, value orientations, spiritual connotations, code of conduct and management model. Police culture has influences on the police organization and behavior patterns of each policeman. A healthy police culture can satisfy its members'inherent spiritual needs, and has a far-reaching theoretical significance in strengthening the police team construction, enhancing the combat capability and rallying power, establishing a good image of the policeman, and promoting the humanistic management of the police team. Currently, influenced by the economic globalization and social diversity, various cultures are interwined. However, it is not single and pure in any cultural patterns of a society, and there're always diverse cultural patterns like the mainstream culture, subculture and counterculture, and backward culture with the color of ignorance, decadence and vulgarity. Always standing in the forefront of the times, the policeman have more contact with the negative social factors and cultures and are more likely to be eroded by the backward and decayed culture. Therefore, advanced police culture must be established to give a full play to their funtions in analyzing, excluding, transforming and identifying various cultural phenomena of society, and to promote the mainstream culture, lead the subculture, restrain the anticulture. In the end, the advanced police culture will occupy the cultural fronts of the public security organ.In recent years, holding on to political construction of police and strict management with police, Liaocheng public security bureau always places police culture construction in an important position as the basic and pioneering police work and sticks to the effective combination of police culture construction and a "people first public order"brand. Under the new situation, it actively explores a new way in educating and strengthening the police by the use of culture, and finally improves professional qualities of the police, stimulating the police career honor, collective sense of belonging and sense of responsibility. But under the positive circumstance of police culture construction, there still exists some negative factors. For example, some policemen have weak sense of tenet and legal awareness, and even break the law and the discipline. In order to give a full play to the active role of police culture in the management of police work, and to develop the police practices creatively, this paper draws on the experiences of police culture at home and abroad, combines the actual situation of Liaocheng, takes the method of field work and theoretical application. This paper carefully studies the background of the construction of police culture of Liaocheng public security bureau, its conduct, the effect brought about, and analyzes the problems and reasons. The main causes of present problems are as follows:lack of clear understanding, shortage of culture construction human resources and fund allocation. In some places, police culture is regarded as the achievement project and the phenomenon of "quick result and immediate profit" exists. Based on the above reasons, this paper puts forward countermeasures and suggestions on strengthening police culture construction from four aspects as drawing on the experience of the concept of enterprise culture, strengthening the leaders'influences, focusing on human resource development, and setting up long-term mechanism.
