In the background of globalization, all national states are adopting effective human resource management and human resource development strategy in order to face the great challenge of violent global competition. Human resource has become the most precious resources of "first". As an emerging power in the world, China should conform to the trend, constantly improve the human resource management system, and enhance the quality and abilities of the government staff.For the government, its running and efficiency depend on the inner quality of human resource and the level of human resources management. As a local government, sub-district office are responsible for urban construction, social management, community service, special care and relief, social security, culture, education, health, family planning, and other administrative functions. Sub-district office get direct connections with the masses on behalf of the government's image, therefore, the level of human resources management and the quality of personnel are important factors in developing the views and attitudes of people on our government, which can affect the regime consolidation and the basic social stability.Because of traditional personnel system, there are many problems in the management of Guanghe Sub-district office, such as low efficiency of human resources, misallocation of administrative resources, and so on. Therefore, how to improve the level of human resource management in the sub-district office, how to create an honest, high efficient, and well-coordinated local government, are important theoretical and practical subjects..From the perspective of human resource management, I studied Guanghe sub-district office as a sample by the means of literature study and empirical research, expecting to improve the human resource management of local governments.The text is divided into five parts. The first part focused on the background and significance of the issue, its domestic and international research status, my innovations, research methods and framework. The second part explained all related theories of human resource management for this study. The third part gave a short introduction of Guanghe Sub-district office about its human resources management, and analyzed all problems existing in the human resources management of Guanghe Sub-district office, then searched their roots. The fourth part is the ultimate aim of my research. on the base of above study, I put forward countermeasures for Guanghe Sub-district office, on the other hand, I gave some relative suggestion to upper governments. The fifth section drew a conclusion and pointed out insufficiencies of the paper.Guanghe Sub-district office is unique, but it has common characteristics as a local quasi-government. Therefore, other counterparts of local governments can draw some lessons from its experiences, while paying attention to their own particularites.It will take a long time to solve all the problems in the human resource management of local governments. With the deepening reform of administrative system in China, I believe, the human resource management of local governments will be improved greatly, local governments will do much more contribution to the economic development and social prosperity.
