As a grass-root political organization, Sub-district Office is the bridge between government and society people. After founding of the PRC, people's government repealed the original Baojia System, replacing Sub-district Office to strengthen the people's regime and urban administration. The main function of Sub-district Office is management of household registers. The nature, mandate and role were determined by unified form of law of Organizational Act of Urban Sub-district Office. Interrupted by the Great Leap Forward and the Cultural Revolution, Sub-district Office faces the new situation and problems brought by the economic transition and social transformation, which also make a sort of great changes in the staff composition, institutional settings, and administrational functions.With the economic transition and social transformation, the social life of our city has undergone tremendous changes. Therefore, Sub-district Office ought to undertake increasingly heavy administrative tasks. However, Sub-district Office management system meets new development issues, such as the uncertainties on Sub-district Office's function, too many functions but too few administrative resources, contradiction issues between Sub-district Office and resident committee or between Sub-district Office and district office. The reasons include:first, the underdevelopment of related laws; Second, the contradictions between the mission scale and the competence which the Sub-district Office have; Third, inversion of responsibility and authority leads to irrational administration relation; Forth, the lack development of civil society organizations in the community makes various social services dependent on Sub-district Offices; Fifth, the degree of participation of community residents is not high; Six, the traditional way of thinking restricts the development of Sub-district Office.Currently, Sub-district Offices will not only be faced with more complex and difficult affairs, but should firstly resolve its own management structural problems. Therefore, with beginning of the macro level, it is important guarantee to pay more attention to theoretical study, legislation, funding and human resources investment. Besides, on the micro level, achieving the adjustment of official duty of district, sub-district and residents'committee by the called "peeling", "integration" and "solution" approach, would bring the rational relationship of Sub-district Offices and functional departments, increasing management rights of Sub-district Office, promoting the development of civil society organizations, emphasis on the cultivation of civic awareness, and speeding up the democratization process in the cities.
