The Problem And Countermeasure On Accountability System Of Local Government

Authority and responsibility are in unity. The purpose of accountability of the local government is to regularize the behavior of the local government and make sure the liability carried out in a proper way. The "SARS" event in 2003, was seen as the beginning of the accountability system, following which more and more events appeared. The 2008 year has even been called "the year of accountability", during which the large number of officials were accountable or resigned or removed from office. After the storm of accountability, we should think about how to make the accountability more institutionalized, and how to make more effective regulation and supervision to the administrative actions of the government and the leading cadres, so as to make it the normal political system, and make it onto rational and scientific development track. In 2009, "the Provisional Regulations on Accountability System of the Party and Government Leader" is released, establishing the first unified national system of accountability, but also solving some of the questions raised by previous scholars. Yet accountability, after all, is a matter of practice rather than a purely theoretical issues. In terms of the practice of the accountability system of local government, there are still some issues to be resolved so as to make it normal, standard and institutionalized.The main purpose of this study is to explore how to make the accountability of local party and government leading cadres institutionalized and standardized after making investigation and analysis of the status quo, combining with the local government's own characteristics. This article will focus on studying an effective way for the implementation of the accountability, rather than general paragraphs on the accountability system. So, the author will divid the study into five sections and use analysis, comparative research and empirical research on law to achieve the aim。The first section of the paper is primarily about the background, aims, methods and domestic, and research on Domestic and Foreign; The second section focuses on analyzing two related basic concepts (the local government leaders cadres and the accountability), the constituent elements and its theoretical foundation. In the third part, the author will firstly show the development process of our accountability system, then analysize. Its status quo, problems and causes in Decheng district, Dezhou city, Shandong province; PartⅣ, the author will examine the more mature accountability system in some countries and regions, and come to conclude some experiences from the accountability system of our local party and government leading cadres. PartⅤ, the key is to explore some effective approaches of carrying the accountability system out well at the local place by the local government, including: improving the accountability system, making accountability cultive, promoting civic awareness and strengthen information public and so on. However, the accountability system of our local party and government leading cadres is only just starting to build, for which we need to find the solutions to the problem step by step and the government's the key and has long way to go.
