The current selection and appointment system has become increasingly scientific and reasonable after the reform by a few generations of leaders. But it still has some bad phenomenons such as promoting tainted officials, trade officials, favouritism inside the government and party and arbitrary dictator, etc. When it comes to the reason, that will be the imbalance of the responsibilities in the selection and appointment work, which means that the people is only responsible for the process of the selection and appointment but the results.This article analyses the historical role, functions, structure and operational mechanism of the current selection and appointment system, and we pay more attentions on the existing defects, such as, unclear management responsibility for the system, hard to define the quantity and quality for the responsibility and difficult to implement the accountability. Investigating the reasons, it should not only for the defects of liability system design itself, but also the operating environment and human factors. In this paper we will focus on how to figure out the relationships and the existing problems it meets when implementing the liability system and provide some meaningful solutions, such as, promote the personnel system reform, define the responsibility for every link of the selection and appointment work, improve the the liability System and supervision mechanism, which will help make the system more specific, standardized, scientific, and more feasibility, operational and prospective, to speed up the progress of the institution construction of the selection and appointment work for the party and government cadres.
