Research On Citizen Satisfaction Index Of The Legal Performance Evaluation

Chinese legal performance evaluation is a top-down internal evaluation carried out by the legislature. This evaluation method has a certain role in promoting legal performance and improving the quality of legislation. But it is often prone to satisfy the legislative branch not citizens with the embarrassing situation. The legislation is not only a matter for the legislature, but also relates to the vital interests of all citizens. It is not only satisfied by the legislative branch and the government, but also ordinary citizens. The citizen is the body of the rule of law. In recent years, some areas carried out legal performance evaluation, but in blank theoretical and institutional circumstances, the citizen was not the main status, evaluation indexes were confusion, evaluation methods were falling behind and the results of the evaluation were often a mere formality, so the value of legal performance evaluation was also questioned in practice.In this context, this paper researches on a systematic study of the citizen satisfaction index of the legal performance evaluation. It proceeded from the basic theory of citizen satisfaction evaluation. According to the experience of developed countries in citizen satisfaction index of the legal performance evaluation system and chinese legal performance evaluation practice, it explores the index system and specific evaluation methods. Finally, it proposes the citizen satisfaction index of the legal performance evaluation system in our country. Both theoretical analysis and specific practical operation and system construction, it provides a more comprehensive and complete technical support and reliable quality assurance for the citizen satisfaction index of the legal performance evaluation.In addition, this paper presents that the legal performance evaluation must be based on citizen-centric and citizen-oriented, in order to provide legitimate, scientific and high quality of the law and regulations and establish the citizen-based legal performance evaluation system. The citizen satisfaction index is the core indicator and the ultimate standard. At the same time, the citizen is not only the main body of legal performance evaluation, but also the dominant force to improve the quality of legislation and construct the rule of law. More over, citizens can participate in the formulation of the legislature's performance goals and performance creation. It reflects the concepts of "people-oriented" and "citizen participation".
