China's first "Labor Law", which was promulgated on July 5,1994, was put into use on Jan.1,1995. It can be said that this "Labor Law" met the needs of the reforms of market economy at that time, because, to a certain extent, it played a role on standardizing the norms of labor relations in market economy and safeguarding the profits of laborers'right. But as the economy continues to develop, this method in the implementation process of the labor contract is low, such as short-term contract, serious problems. In order to further improve the legal system, balance of labor relations, labor contract for workers to enhance the protective effect of the "Labor Contract Law," after more than four years of democratic deliberation and discussion of legislation finally passed. This is a manifestation of social justice and order, but also to national economic development, social harmony necessary requirement. It can be said that the Department of "good law" to follow the general trend of China's social development, the product of the times.This thesis integratedly uses many subject knowledge, such as Ethics, Management Science, Law, Sociology, etc. It adopts a theoretical and empirical research method to analyze the influence of the implementation of New Labor Law to Sichuan SMEs'staffs. The author of this thesis realized that the implementation of Labor Contract Law(short for New Labor Law in this thesis) had few influence on SMEs'staffs, brought few profit protects to vast laborers. And at last, the author analyzed the reason of the few influence of it from multi-angle. Meanwhile, in order to further enhance the implemetation of New Labor Law, the author put forward some measures and plan based on the experience abroad and Bring more benefits to protect employees.This paper focusing on the above topics were written into five chapters. The first chapter outlines the research background of this thesis and research status. The second chapter analyzes the background on new "Labor Law" promulgated, from the existence of workers'current situation, the introduction of the necessity and urgency, and the deeper meaning of the added content through new and old law of contrast from the perspective of ethics. From the theoretical analysis of the new chapter, it may be taking the positive impact of small and medium enterprises staff and negative effects after new "Labor Law" introduction. Chapter IV This chapter is based on questionnaire data, analysis of the new "Labor Law" has been on the actual impact of small and medium enterprise's employees, for the improvement of a new "Labor Law" provides a theoretical basis. Chapter V, this chapter analysis foreign labor laws and regulations related to the formulation and implementation, for improving our new "Labor Law" to help. And through the previous analysis, this chapter put forward a sound proposal on the implementation of our new "Labor Law" both from the government and enterprise, in order to make a contribution to the implementation of our new "Labor Law".
