At the same time, the choice of the mode of guarantee system becomes the key point for the system reform development, since its design influences directly to the allotment of the fund resources, the efficiency and the influence of the welfare measure.The purpose of this paper lies in, based on the current comprehensive domestic and international research, through using related theories, analyzing the development history, present circulate condition, problems and reason of the public servant guarantee system, setting up and elaborating the structure and concrete function mode of the old-age insurance mechanism at the actual circumstance of Shanxi province.
