In the1990s, to comply with the national planned economy to market economy transition’s requirements, urban enterprises in china established the social pension system of social pooling and individual accounts. As a result, it achieved the changes to social security protection. Being forced to resistance to change, agencies and institutions were not included in the scope of reform. With the deepening of reform and opening-up, drawbacks of "two-track pension" became increasingly obvious, and the resulting pension gap was too large, triggering a series of social problems, which greatly affect the social equity.Judging from the reform of practice and theory, the existing civil service pension system in china not only lags behind china’s current economic development needs, but also lags behind the entire social security system. Reforming the civil service pension to "single track" has become a widespread consensus.This paper based on the theory of social security expertise, through access to domestic and foreign literature, discovered the existing problems of the civil service pension system and by analyzing the practice of public institutions’reform summarize the experience in the reform process. Find the difficulties of the civil service pension reform by comparing and comprehensive analysis and propose the path selection opinions which related to the difficulties.This paper is divided into five sections. The first part includes the topic’s background and significance, as well as research status and research methods. The second part of the thesis provides relevant theoretical basis for the demonstration process. The third part is the analysis of the status of civil service pension system and the present defects. The fourth part is finding the difficulties through the issue of civil service pension reform practice and experience. The fifth part offers policy options which based on the transition period and long-term prospect’s views.
