| With the development of civil servant system, we broadly pay attention to the perfection ofsocial welfare system for civil servant. Among them, pension insurance system of civil servants, as anindispensible part, has became the focal point for the discussion. Pension insurance system of civilservants is the important guarantee for civil servant when they retire, and also is the key to the reform ofpension insurance system of civil servants.This paper summarize the basic concepts of Civil service, pension insurance, pensions andenterprise annuity, and introduces the three basic theories of endowment insurance system of publicservants----the theory of the government function, the theory of the welfare state and Equity theory, andthe three basic theories play an important role in the reform of civil servants pension system all over theworld. The Chinese pension insurance system of civil servants has developed for a short time. For thefirst time, we established the public servants’ pension system in1955. And after right itself in1993,Chinese public servants’ pension system has turn into the transitional period. Then the central and localgovernment performs a series of reforms and makes some achievements. The article take two cases ofShenzhen and Hainan, introduce the reform actions of public servants’ pension system in many areas. Asa result of the limitation of our social development environment and conditions, the civil servants’ lackof sense of pension insurance, the imperfection of social administration mechanism, and the defectivelegal system, there are still many problems. Among the successful overseas models, consider the similarstatus of development in actual environmental conditions and pension insurance system. Singapore,America and Britain have got notable achievements in pension insurance system. The paper makes a brief analysis about reforms in these countries through comparative research. At the same time,summarizes the superiorities of foreign pension insurance system in the process of development. it alsomakes this part to improve and give the experience to the reformation in china. In the analysis of othercountries’ advanced experiences, base on the problems we have in pension insurance system, somemeasures are put forward: first, change the guiding ideology and strengthen social security consciousness.Reform and innovations in public servants’ pension system must be made in the direction of correctguiding ideology. We should do the promotions by using internet and other media, strengthen theideology construction of civil servants and the social Security awareness, and then providecomprehensive and perfective ideology. Second, strengthening the legislative building, establish a perfectjurisprudence. A special legislative model only for pension insurance system of civil servants needs to bedone urgently. In the legislative process, we should pay more attention to the advanced idea and methodfor long term planning. Some related regulations should been made under the correct guiding. Cultivatingspecialized talents to carry on the effective legal system construction work. To define the retirement agefor workers, and the balance between man and women in retired proportion is the most basic principles.The third, erecting a definite target mode to build a multi-level security system. We must build the publicservants’ pension system according to the concrete conditions of our country. We also need gettingadequate financing and form an administrative system featuring standardized behaviors, coordinatedoperation, fairness and transparency, honesty and high efficiency. It is essential to suit measures to localconditions with the times in the guiding ideology. To build the relevant regulation which covering theentire population of the social pension insurance system, change the administrative style and create good conditions and environment, creating different kinds of endowment insurance to make them coordinatewith each other by using flexible management means and methods. |
