Around the founding of the People's Republic of China, Liu Shaoqi had achieved the highest prestige second-only to Mao Zedong in Party and State leadership. At this critical period, Liu Shaoqi led the delegation to visit the Soviet Union for two times and obtained great success. The visit had great historical significance to new RPC. After the founding of PRC, as the 1st president of Sino-Soviet Friendship Association, Liu Shaoqi presided over the concrete affairs with the Soviet Union, and made great historical contribution to develop and improve the Sino-Soviet relationship. When Liu Shaoqi was president of Sino-Soviet Friendship Association, the Sino-Soviet relations are in their best period in history. As the pioneer negotiator of Sino-Soviet alliance, Liu Shaoqi's visit successfully eliminated the mistrust and brought unity between the Communist Party of China and the Communist Party of the Soviet Union, boosted the forming of one-side diplomatic policy, and won active support from the Soviet Union. At the same time, Liu Shaoqi's visit won a mass of aids, including economic, political, cultural and military aids. Liu is the Sino-Soviet promoter of the development of bilateral friendly relations and consolidate those exchanges between the Soviet Union to actively advocate and practitioner. Under his leadership, the Sino-Soviet Friendship Association maximized the exchange of a link between the two countries. Contributed to the upsurge of studying the formation of the Soviet Union, greatly consolidated and developed the relationship between the two parties and countries. He developed and consolidated the friendly relations between the Sino-Soviet, and promoted economic, political and cultural exchanges between the peoples of the Sino-Soviet. Liu's works promoted and strengthen the "one-sided" strategy. Today it seems that the strategy is not perfect. But at the time, it is a logical, yet of great historical significance of the right strategic choice.
