The Research Of Cooperation Relations Between NGO And Government In China

In recent years, the public critical incidents including the natural disasters,social group,etc. has brought the NGO which is in marginal existence into the people's view, and relationships between the NGO and the Government resulted has also become an important area of research. Through the relationship between NGO and the Government, people are not only inspecting the validity foundation of existence and development of NGO, but also exploring the environment for development, motive force and the tendency.The research of this paper plans to set off from the background of harmonious socialist society, based on changes of government agencies in the functions and new trends and new features of NGO's development at the present stage, as an entry point of the performance and role of the NGO and the Government in public crisis in recent years. Learning from the foreign research and experience,ideas and perspectives in various fields such as public management, public economics, sociology and other disciplines also have been comprehensive used in this paper. Through analysis about both resists and cooperation relational, we are also applying the static game theory to prove both the feasibility of both cooperate, proposed the cooperation pattern that suits our country government and the NGO, in order to explore the formation mechanism of public governance allocation of rights between NGO and government and unifies government and NGO's the cooperation experience of helping the poor in our country and analyze the reality of bilateral cooperation, effectiveness. In this paper, we also put forward some reasonable proposals and measures for problem which might be met in the process of self-growth of our NGO and the relationship between transformation period of government functions, in order to advance the transformation of government functions, and adapt citizen society, enable the shift of government functions meet the demand of trend of diversification of public governance. Hope this paper will have certain value references to future cooperation.
