A Study Of Inter-Governmental Cooperation Issues From The Perspective Of Political Game Theory

As things stand,China has been implementing the overall strategy of regional development and the strategy of corpus function areas.Faced with the double pressures-the growth efficiency and the regional balance-under the backdrop of coordinated development of regions,the central government should embrace the optimal strategy of promoting the cooperation between different local governments.The effective implementation of cooperative measures can reshape the natural connection between different levels of governments that has been intentionally severed due to the administrative division.The equalization of public services across different regions should come along with the complementary cooperation mechanism featuring production,education,research,trading,and service,leading all the way to the ultimate goal of common prosperity.Despite the contributions of cooperation between different local governments to the national politics,economy and cultural undertakings,the pursuit of maximum returns and minimum costs by the local governments have succumbed the cooperation to a series of collective irrationalities such as “the prisoner's dilemma” and “the free-riding”.Therefore,this article is based on the game theory of politics to set local governments as the subjects and probe into the necessity and possibility of cooperation by referring to the strategic interaction between different local governments.Regarding the practical difficulties faced by Guizhou,a less developed region,in cooperation with other local governments,this article focuses on the effective countermeasures for a solution.In order to achieve the abovementioned goals,this article first delves into the theoretical and realistic significances of the problem for determining research approach,accompanied by a summary of relevant studies concerning the game theory of politics,inter-governmental cooperation,Guizhou's development path and external cooperation.Secondly,it should be pointed out that local governments have been regarded as the participants in the game theory of politics – an interactive decision theory – and they may neglect,accept,confront or cooperate with the actions of other local governments,resulting in varied utility functions for different situations.Therefore,it is necessary to discuss the preconditions of cooperation in the game theory of politics.Thirdly,the realistic difficulties of external cooperation of Guizhou will be explained by referring to its authentic experiences in that regard.Fourthly,the analysis of causative mechanism behind the cooperation difficulties will be done from both theoretical and realistic aspects.Lastly,the theoretical guidance of the game theory of politics will be utilized to improve Guizhou's coordination and resource integration in its external cooperation,updating cooperation experiences and concepts.On the other hand,it is believed that the dislocation development path will be confirmed for matching cooperation goals,along with the establishment of multi-center platform of cooperation progress and the joint implementation of supporting measures.The cooperation reputation mechanism of Guizhou is going to be built by engaging in risk communication with partners on a regular basis,and the dominant strategies of game theory will be selected and optimized to achieve the perfect game equilibrium.To sum up,all the measures are aimed to lift Guizhou out of the prisoner's dilemma for better fitting into the national regional development strategy.
