Research On County Government Credit

As a basic administrative unit, county plays an important role in contacting upper and lower organs and keeping close links with the masses. The county government, which has an important position, is a special state administrative level of the state structure. This article uses the generalized concept of county government. It means all the county-level state authorities, including local committee of CPC, People's Congress, the government, CPPCC, People's Court, People's Procuratorate and relevant people's organizations.Credit is the key issue of the county government's legal existing. The concept of county government here means that the citizens and the social organizations believe their government can and will keep a promise. This promise is not only a contract between the government and the public, but also a responsibility must be completed. The contract can be divided into two kinds, explicit contracts and implicit contracts. Explicit contracts include administrative licensing disclosure of government information, financial budget and civil servant recruitment. Implicit contracts are social contract obligations which must be achieved depend on the regulations of the government itself.Government credit has been shown through the acts of the government, but the lack of it is also caused by the government misconduct. Therefore, government credit is relevant to government behaviors. Public evaluation of the government's credit status is mainly based on the exercise of public authority and the fulfillment of duties. There are also many types of governmental duty behaviors, mainly about the exercise of public authority. They formulate and implement public policies in order to provide public goods, maintain social order, promote social justice and enhance public welfare. Therefore, the public evaluation of the government's credit status often considers the aspects above. Accordingly, credit problems of our county government can be grouped into five areas. They are the improper exercise of public power, the inadequate provision of public goods, the disordered state of society, the serious unfair social distribution, and the sluggish growth of social welfare. Credit deficiency phenomenon of county government has its deep roots, internal reasons and theoretical basis. Inaccurate positioning of county government reflected in both the passivity to avoid responsibility and the abuse to intervene market. Local interests and capacity limitations also result in the credit deficiency.Raising the level of county government credit is a complicated system. We must proceed from objective realities and take effective measures. Gradually, we can improve the governance and enhance interaction between the government and the public. We will be more aware of responsibility and responsiveness and constantly improve the level of county government. In this paper, suggestions have been made according to the three levels, value, system and behavior. In the current stage of historical development, countermeasures for improving county government credit are reconstruction of credit values, establishment and perfection of credit mechanism, straightening out government functions and regulating government behaviors.
