Educational legislation is the product of social development, and there are different educational legislations in different social development stages. During the period of the New Guangxi Clique in Guangxi, educational legislation in middle school is actually the product of the Guangxi local strengths developing and fighting. The thesis takes as the analysis object the content of educational laws and regulations that the New Guangxi Clique enacted. Then based on the systematic exploration of historical process it evolved during that specific period, the author also elaborates its legislative subjects, legislative powers and legislative procedures in different stages so as to further conclude its main characteristics and historical influences.The thesis consists of six parts.Part One is concerned about the bases and conditions on which educational legislation in middle school was established during the period of the New Guangxi Clique in Guangxi. From the three aspects of ideology, economy and politics, the author reviews the social backgrounds under which the New Guangxi Clique enacted educational legislation in middle school. The author points out its existence was driven by many factors. Since it was established by the New Guangxi Clique to satisfy their political and military needs, it had the strong political and military color of local warlords.Part Two is about the process and its main characteristics that educational legislation in middle school evolved during that period. Based on the stage characteristics in its content, it is divided into four periods. The first legislative period was centering on the Three People's Principles. The second one was based on the principle of Sanzi Policy". The third period was the one combining "Sanzi Policy" with Anti-Japanese War and the last period was the one integrating into the central government. At the same time, the author elaborates the legislative content in each period and its practice.Part Three explores the legislative body of educational legislation in middle school during that period. The body developed with the times, and was characterized by the certain times and the certain continuity. According to its development, it can be divided into two periods:Period One began from 1925 to 1938, and Period Two from 1939 to 1949. Based on this division, the author explores the legislative body of middle school educational legislation in different periods and its legislative powers. The legislative body developed from single one to diverse one, and the orgins of the legislative personnel developed from the centralization of some regions to the relative equalities of diverse places, which can demonstrate democracy to some extent.Part Four analyzes the legislative procedure of educational legislation in middle school during the period of the New Guangxi Clique in Guangxi. With the change of the legislative bodies, the legislative procedure developed from simple one to complicated one. It is also found that the late legislatve procedure is characterized by " the Second Resolution"In Part Five, the author elaborates its main characteristics. From the perspective of its changes in each period and its causes, it can be concluded that Guangxi educational legislation in middle school during that specific period was based on the contradictory relation between Jiang Jieshi and the New Guangxi Clique, and the Self-defence Policy ran through it, and the extent of communication between different ethnic groups was closely related with its practice effects so that it demonstrated the utility of educational legislation in its leagislative function.In Part Six, the author explores its historical influence. The establishment of educational legislation not only had great effects on middle school education, but also on every aspects of the society, such as on the aspects of promoting middle school education, propagandizing and supporting Anti-Japanese War, and enacting the thought of educational legislation.All in all, Guangxi educational legislation in middle school during the period of the New Guangxi Clique in Guangxi is an attempt that the New Guangxi Clique made to protect their interests and pursue their own development. Under that circumstance where China was stuck in the Japanese invasion and civil war, this attempt had strong military and political color. However, it also shed some lights on China, such as legislative participation, proposal and resolution demonstrated democracy to some extent, and the implementation of educational legislative thoughts helped Guangxi education begin its modern legal system. Of course, we have to point out that its basic aim was to safeguard their own interests of the New Guangxi Clique. And the so-called "democracy" and "science" were confined to a small scope, and to a large extent they were caused by some objective factors.
