| The implement of local autonomy in Guangxi by the new Guangxi clique has a relative superiority in historical background. Under the unique structure of country, the autonomous trends in the end of Qing Dynasty provided a theoretical foundation with the autonomous tradition of Guangxi preheating the process of local autonomy in Guangxi. The autonomy contains three main parts as self-defense, autonomy, and self-sufficiency. The government of the new Guangxi clique reached the goal of self-defense through “ Sanyu Policies” and the construction of civil corps, bringing about the autonomy in the aspects of province, county, township, and village by reforming the foundation of government and constructing public authorities at all levels. Additionally, Guangxi also realized the self-sufficiency via making economic policies, fulfilling management and functions of economic institutions, pushing agriculture, industry, transportation and other industries forward. The new Guangxi clique has their own characteristics in local self-government. By studying the comparisons with the autonomy in Hunan and Shanghai during this period of time, it’s not difficult to find that the powerful military force, guidance of the theoretical system and the vast space of practice are the reason for why Guangxi could made a better autonomy than other places. Although the theory lags behind practice and there are kinds of other shortcomings in the autonomy, the explorations and practice of the construction have a great impact on the present Guangxi’s development. The new Guangxi clique opened up a new way of national construction and promoted the process of democratic politics in Guangxi, which constitutes a important annulus in local self-government and enhances the local autonomy in Guangxi social memory and inheritance. This undoubtedly played a positive role in promoting cultural prosperity, strengthening national unity, and enhancing national identity at that period of time in China. |
