Study On Guangxi's Local Autonomy In The Old Guangxi Clique Period

The local autonomy is a kind of regional political system which was created for the western capitalist class to resist the feudal autocracy and demand to participate in the regime. Today the local autonomy, as an important approach for the democracy, has got widely acceptance in the world. A lot of countries have brought it into their constitutional system construction. Our country also adopts local autonomy properly in the process of constructing the socialist democracy with Chinese characteristics. So we created the system of regional national autonomy and system of specialadministrative regions. Actually in the early Qing dynasty, the local autonomy has been introduced to China, and it triggered a half century Chinese local autonomous campaign. This campaign was the start that the Chinese politics transformed from the feudal autocracy to the modern democratic republican. It had far-reaching influences on the modern Chinese politics and society. The Guangxi's local autonomy in the old Guangxi clique period was also an important part of that campaign. In the early years of the Chinese Republican, the old Guangxi clique proposed a series of ideas and policies about local autonomy and set the idea of “ Guangxi people govern Guangxi” as the core. The old Guangxi clique created a local autonomous regime with the characteristics of checks and balance, which started the political and social modernization course of Guangxi. The old Guangxi clique's local autonomy was also first ethnic local autonomy in Guangxi, which initiated the precedent of Guangxi ethnic local autonomy. It continued and developed the Guangxi local autonomy in the Qing dynasty, and laid a foundation for the after new Guangxi clique's local autonomy, which promoted the Guangxi's modernized transformation. In this process, Guangxi formed the local autonomous tradition and political culture. Under the influences of political and social condition at that time and their own characteristics, the old Guangxi clique's local autonomy also had a lot of limitations, but its experiences still had reference for the modern Guangxi ethnic regional autonomy, even the whole country's ethnic regional autonomy.
