Cadres play a decisive role after the political line is determined. Practice has proved that a key factor of Chinese brilliant achievements is party and government's emphasis on the building of party and government cadres. Since the founding of new China, Communist Party of China has made arduous explorations, through constant change and development, and gradually formed party and government cadres recruitment system with Chinese characteristics. The paper argues that the building of party and government cadres lies in the reform and improvement of party and government cadres recruitment system. Analysis of contemporary Chinese party and government cadres recruitment system's change and development will play a great facilitating role in the building of party and government cadres.The paper consists of four parts. First of all, it elaborates the basic theory of the political recruitment and system for recruiting cadres. Second, on the basis of political recruitment theory, it reviews the historical evolution of system for recruiting contemporary Chinese party and government cadres (experienced three periods:the initial period of building socialism, the period of cultural revolution and the period of reform and opening up). Again, based on analyzing and summarizing history, it explains the achievements and current problems of system for recruiting contemporary Chinese party and government cadres and proposes viable countermeasures. Finally, it indicates the development direction of system for recruiting contemporary Chinese party and government cadres, or the new change in political recruitment standards.The innovations of this article lies in analyzing and studying change and development process of system for recruiting contemporary Chinese party and government cadres in the light of political recruitment and in the thread of political recruitment standard, and analysis of political recruitment with Chinese characteristics. At the same time, the author breakthroughs the previous research methods which focus on normative research but not empirical research, and brings in empirical analysis which makes the the future direction of the system for recruiting contemporary Chinese party and government cadres is vividly explained.
