Carrying out the accountability system of administrative has not only deep theoretical basis but also important realistic meaning. Establishment of the accountability system is not only System security realizing responsible government but also requirements of deepening the administration reformations and constructing the democratic politics. There are practical significance. Establishment of accountability system is conducive to establish one kind of new withdrawal mechanism of personnel reformation, is conducive to form the new culture of administration, is conducive to improve the administration efficiency and strengthen official responsibility consciousness.It has brought about great effects, accountability has intensified and punished a large number of illegal violations or misconduct of officials.
