The Study Of The Government Portal Management From The Perspective Of Accountability

The government portal website is not only an important carrier of e-government development, but also an important channel for the public to obtain government information and public services. With the development of Internet technology, the construction of government portal website is becoming increasingly mature. While strengthening the construction of the website, the government should attach importance to the management and maintenance of the website. At present, there are still many problems in our government portal website, which is caused by the lack of responsibility in the process of website management. Therefore, in the process of promoting the construction of responsible government, we should establish and improve the responsibility system of website management to ensure the implementation of the responsibility and constantly enhance the accountability of government portal management. Building a responsible government requires the government to be accountable to the public and to respond positively to the needs of the public while fulfilling its social responsibilities. Therefore, the government portal website should also take the public as the center in the management process, and continuously improve the responsiveness of the website to the public demands.The study consists of five parts. The first part is an introduction, which is mainly about the summary of research background and significance, research status at home and abroad, technical route and content, research methods. The second part is the related concepts, theories and methods. The main content of this part is to clarify the meaning of the government portal website and the content of the government portal management, to understand the main content of the theory of responsible government, and to introduce the content analysis method. The third part is the research design, it clarifies the research questions, the scope of the study and the specific steps of the study in accordance with the basic requirements of the content analysis. This part determines 15 prefecture level municipal government portal websites to investigate, and establishes the corresponding analysis standard for the four aspects of the information disclosure, the public service, the interactive response and the webisite sections and columns to lay the foundation for subsequent empirical analysis. The fourth part is the empirical analysis and analysis results, it uses descriptive statistical analysis to analyze the data of the selected samples and obtains the corresponding results so as to find out the problems of the prefecture level municipal government portal websites in the sample. The fifth part is the conclusions and recommendations of the research. It summarizes the results of empirical analysis and draws the conclusion, and puts forward corresponding countermeasures and suggestions in view of the problems existing in the management of the prefecture level municipal government portal website: firstly, it is necessary to establish the management mechanism based on responsibility; secondly, we should deepen the work of responsibility-oriented government information disclosure; thirdly, we must strengthen the sense of responsibility to expand and deepen website service function; finally, we should use the responsibility-driven engine to improve the quality of political interaction.Through these four measures, we will continue to improve the operation and management of China's government portal website, establish an efficient and responsible website operation and management mechanism, so as to further deepen the construction of responsible government in China.The possible innovation of this thesis: the first is the innovation of the research perspective, analyze the lack of responsibility in the process of government portal management from the perspective of responsible government; the second is the innovation of the application of method, use the content analysis method to encode the information of the government portal website, and make descriptive statistical analysis on the encoding results.
