A Research On Constructing The Evaluation Indicators For Public Trust Of Municipal Government In China

As China increasingly issues outbreak of such as frequent natural disasters, industrial accidents, government corruption and the financial crisis sweeping the world, the public trust of government has increasingly become the focus of attention of citizens. Establishing a set of indicators for evaluating the government's public trust of scientifically and to promoting the implementation of government policies, social and governance, economic development and building a harmonious society were of great significance. However, the evaluation of the public trust of government is still at an exploratory stage currently, the assessment approach is single, the content is not systematic and the process is incomplete, not formed a set of scientific, practical and workable indicators to evaluate the pubic trust of government. Therefore, from the public perception point of view, anglicizing of how to evaluate the credibility of municipal government, establishing the evaluation indicators to evaluate the municipal government's public trust, through the AHP method to determine the index weight, decrypt and analyze the pubic trust of government quantitatively, in order to make a scientific evaluation, monitor and prediction of the public trust of municipal government.First of all, through the analysis of the credibility of the Government assessment of the situation, based on the theory, making a tentative exploration for credibility of the Government. Secondly, according to the credibility of our government's objectives, principles, proposed evaluate subjects of a wide range, and under the guidance of the operation of the system theory model. Again, selecting the appropriate evaluate method, using expert consultation, establishing a set of four primary evaluation indicators including the honesty of Government, Government services, Government administration according to law and Government democratization and 13 secondary evaluation indicators. Through the AHP method to determine the index weight, design evaluation process, thereby improving the evaluation indicators of the pubic Government.On this basis, did an empirical study of Baoshan City, conducts an a preliminary assessment of the credibility construct validated target is reasonable and practical, analyzing the credibility of the government status quo and problems. And based on findings making some countermeasures such as to establish an honest government and good government image; to improve the government's social management and public service quality; improving government mechanism to enhance government administration according to law; to promote government achieving the information open and democratization system.
