ABSTRACT:Enhancing the governance capability and the quality of civil servants competence has been a top priority of the civil service system. Build civil service capability and a harmonious socialist society we are undertaking, which needs a high-quality civil service that is steady in politics, versed in profession, clean and honest, excellent in style. The key in good entry lie to the work of the civil service recruitment examinations. The largest number of recruitment of civil servant is the county civil servants every year. So it is urgent to establish a mechanism, which is more scientific and efficient in selection and assessment, can be fair and effective assessment and evaluation, to the new country civil servants. In this paper, through the capacity factors for new county civil servants contrast, factors and correlation analysis, research and determine the ability of staff for new county factors. It is not only for the selection, appointment of county civil servants to provide the basic standards of scientific capacity, and to improve new county civil servants the qualification and capacity requirements of the appraisal system, and also can be used for long-term civil servants work and improving the efficiency of local governments and providing the theoretical basis to local civil servants and supporting a good basis for the state administration development.
