County-level civil servants, it is to point to the administrative parts of county-level, to perform government service lawfully, bring into national administration work out, by the staff member of material benefits of wages of the state finance burden. County civil service job satisfaction is attached to the county-level administrative staffing sequence unit belonging to the government for its work context a subjective attitude reflects, including the work environment, work tasks, sense of competence, compensation and benefits, personal development.County-level civil servants, as the main executor of the county government of the core public section, play an important role on promote building the service-oriented government. Understanding the current state of the county civil servants through the study of job satisfaction, it is conducive to fully mobilize the initiative of the county-level civil servants, and thus promote the county government, enhance performance and improve the quality of public services, so as to lay a solid foundation for the overall development of our country. Especially in the civil service area J, J Province is located in the middle of our country since the less developed regions, the transition area is the eastern region and the western backward areas, although economically developed coastal areas other border, its economy is far behind the developed areas. Economic and political development of each region is different, resulting in job satisfaction over the civil servants is different, and national survey of Civil Servants Satisfaction selected county civil service is very limited and does not cover all areas. Therefore, the study of the county civil service job satisfaction not only has theoretical value, but also more practical significance.This article takes job satisfaction as the core, the use of public sector human resource management theory and the X-Y two-factor theory, R City, the civil service as a starting point, empirical study by the Civil R City, job satisfaction, analysis of factors affecting the county civil service job satisfaction, referring to the study of international standards on the scale of job satisfaction, job satisfaction around the civil service system, the establishment of relevant indicators, based on this design correspondingly, the county civil service job satisfaction questionnaire. The questionnaire to the job satisfaction of civil servants as an index, the work itself, work return, unit management, promotion and interpersonal relationships for the two indicators, and extends more than three index based on two indicators. The civil service job satisfaction factors analysis based on the study results at the county level civil servants higher satisfaction with interpersonal relationships, low job satisfaction return of the status quo and put forward some suggestions to improve job satisfaction, such as strengthen material incentives, reinforce the management of civil servant career, improving selection mechanism of county-level civil servants, integration of power and responsibility, improve of job satisfaction is target which I hope to reach.
