In recent years, with the development of China's socialist market economy and the deepening of the reform of the governmental system, the position and the role of the urban and rural communities will be more prominent. Community NGO, an energetic and cohesive organization and important means with more masses joining in, plays an increasingly important role in the promotion of democracy at the grass-roots level, the administration of affairs there and social service.Since the community building in 1990s, community NGOs have sprung up in the developed cities along the eastern coast, and have accumulated experiences in their development and administration. But, situated in the inland and economically developing, the city of Lanzhou, the development of community NGO is still in the stage of probing. Besides general characteristics and problems, there are unique laws and problems in such organizations, which are typical in the developing west regions of China. This paper, based on the comparison between the city of Lanzhou and those along the eastern coast, analyzes the status quo of the development of community NGO, and finds that its total number, scale and functions are far behind the need. The development is imbalanced, slow, and in the initial stage on the whole. The specific problems, apart from the common ones like imperfection of laws and regulations, defects of the administrative system, citizens'lack of enthusiasm, etc., are as follows:First, the functions of the community NGO in building a community are not adequately acknowledged; second, government support is not sufficient; third, the scale of the organization is small, the fund is in shortage and there is no allocated place for activities; fourth, the community NGOs are far from powerful and capable for the functions taken over from the government; lastly, due to undue publicity, the organization is not publicly acknowledged.The last part of the paper is aimed at some applicable countermeasures. They are expected to be practical in the nurture and development of the local community NGOs, and to be of reference significance for such organizations in the west regions of China.
