Researches Of Government Performance Assessment System Based On Main Functional Region Planning

In order to regulate the space development, optimize of space structures and promote the coordinated development, the Eleventh Five-Year Plan of China has clearly put forward an important strategic decision of progressing the construction of major function region. Main function region planning is the important foundation for perfection regional government performance assessment. Government performance assessment is an important means for guiding, restriction and regulation of main function region development. They complement each other. On the basis, according to the different positioning of major function regions, carrying out government performance assessment is the research content in this paper.The main research contents and conclusion are as follows:(1) According to development level and development condition of each region, after overall consideration of population distribution, economic layout, land utilization, and urbanization development in China in future, clearly the functions of different main function regions, combined with regional function and position, establishment of the main functional position and direction of development consistent with the comprehensive performance evaluation index system of government, respectively Considering optimum development area, key development area, prohibitive development area and limited development area.(2) Based on the entropy method to determine weights, the author established a Grey System model to evaluate government performance. Based on the main differences between main functional regions, the models effectively implemented the government performance management by distinguishing different goals for different main functional regions. As an example, the author used the data of 2007 Shaanxi Province statistical bulletin to test the validity of model in the article. It also can be used to improve the government performance. of Shaanxi Province.The author established a system of government performance evaluation based on main functional regions in this article. The author also put forward countermeasures and suggestions for improving government performance evaluation based on main functional regions, and expected to provide a new way to evaluate government performance in the future.
