Minority cadres is an important part of officials among Chinese Communist Party and government. Moreover, it is also a significant force of promoting national unity and developing the national region's construction. The training of minority cadres, the core of minority management, is an implementation of the Chinese Communist Party's policy, which helps construct the minority region and solve minority ploblems. Since the Chinese Communist Party was founded, the develoment of minority cadres was gained profound attention. Since the Third Session of the Eleventh Central Committee of the Party, the focus of the government has been shifted, so that the minority affairs and cadres training come to a new period with integrated development. Therefore, the policy of training minority cadres has been improved. A group of minority cadres have been on post, which accelerates modernization of the minority region, and maintains ethnic unity. This provides a reliable assurance of building a harmonious socialist society. In front of goals and missions in a new period, Chinese Communist Party puts forward higher requirement for the minority cadres, which also makes the training of minority cadres more significant.This paper is going to discuss the development of training minority cadres which includes the documents, solutions, and features in every period. A summary of the valuable experience achieved by implementing minority cadres policies and a summary of deficiencies will be made. Here are the contents of this paper:The introduction is going to state the reasons of writing this paper, realistic significance of this title and the current research achivements in China.The first part is going to discuss the necessity of making minority cadres'policies. As a multi-ethnic country, national affairs have been treated with high attention. This part is going to discuss the importance of forming minority cadres'policies from two perspectives. The first perspective is to discuss the significance of national affairs to our country's revitalization. Making a good management of the national affairs is conducive to the realization of every nation's glory, to the construction of a harmonious society, and to the strenthening of governance capability. The other perspective is going to discuss the importance of developing minority cadres to the management of national affairs. Minority cadres is a crucial part of Chinese Communist Party, which is key for settelling national issues, carring out the policy of regional autonomy of ethnic minorities, and promoting the development of economic and culture in ethnic region.In the second part, this paper is going to discuss the development of minority cadres since the china's opening up. This part is divided into three periods. The first period is from the Third Plenary Session of the Eleventh Central Committee to the central nationality workshop in 1992, and the policy of training minority cadres had been recovered and developed in this period. The second period is from the end of the central nationality workshop in 1992 to the end of 20th century, and the policy of training minority cadres had been developed rapidly in this period. Since the 21th century, it comes to the third period when the policy of developing minority cadres has the tendency of institutionalization. This paper is going to focus on the development of training minority cadres from the Eleventh Central Committee in 1978 to the 21th century. The discussion in this part will include the main guidelines, solutions, achievements, and features which are concerned to the policy of developing minority cadres in every period.The third part is going to discuss the conclusions and deficiencies since china's opening up. The policy of developing minority cadres since china's opening up will be first disccused. The chinese government, basing on the guidance of Chinese Communist Party and the scientific theories, implement the policy of developing minority cadres. To carry out this policy firmly, the government acts according to the situation of minority region, and makes sure that the policy has been implemented in every period, for example, running ethnic universities, ethnic classes and various courses of training cadres. Moreover, the exercise of hanging duty is part of the successful experience in the implementation of this policy. This also provides a wide platform for the training of minority cadres. Besides the successful experience is discussed, the deficiencies in the policy and the training of minority cadres are discussed, which provides some meaningful thoughts for carring out the policy.The fourth part is going to discuss how to complete the policy of developing minority cadres, which is a creative and attractive part in this paper. Successuful experience and deficiencies have been concluded through researching on the policy of developing minority cadres. In the new century, a crucial period of our country's development, this paper is going to offer some opinions about the management of the minority cadres, for example, the government should pay more attention to the development of the minority cadres and to train the teachers who are responsible for the development of the minority cadres. Furthermore, the development of the cadres at the grassroots level, yong cadres and minority cadres in rural areas should be given attention. Therefore, this paper gives opinions to the implementation of this policy from the above perspectives.
