Child Welfare is directly related to physical and mental health development of all children. Over the years, China's Child Welfare is shaping up to a relative complete system, which can be manifested from the law enacted by the highest legislature, the policies and regulations formulated by the State Council and other government departments, the China's National Action Plan formed on the basis of international conventions adopted by the international society and organizations, and also the course of action that carried out by related government departments. China's Child Welfare policies involve children's nurturing, education, medical care, protection, and etc., which demonstrate that China is concerned with all aspects of children's rights, i.e. survival, the right to development, the right to participation, the right to be protected, and etc.. However, it is apparently not enough to judge a Child Welfare system only from the text level. In another word, the effective implementation of Child Welfare policies is relying on a complete operational mechanism and a whole set of institutions, that is to say, a complete Child Welfare Administration. This paper reviews the contemporary Child Welfare Administration internationally, summarizes and make a in-depth analysis of China's Child Welfare Administration situation at present. Based on the two parts, the author finds out and analyses the problems and issues that existed in China's Child Welfare Administration in reference to contemporary Child Welfare Administration internationally. According to these issues, the author makes relevant recommendations, which may place hopes on improving China's Child Welfare Administration System, promoting the healthy development of the entire Child Welfare in China, and making a contribution to the transformation of China's Child Welfare from residual model to relatively broad preferential model.
